Because the three jobs live in three places. A script gets written somewhere, pasted into a speech tool, downloaded as audio, dragged into an editor, and then the captions are generated a fourth time and nudged until they line up. Every handoff is an export, and every export is a chance for the audio and the words on screen to drift apart.
The drift is the real cost. Re-cutting a line means re-timing everything after it.
